In neglect situations, a resident of the center may have unexplained marks on their skin or show changes in behavior. And, even to the untrained eye, a resident could appear to be dehydrated or malnourished. While the drug rehab abuse center may be quick to point to the person's addiction for their physical or mental state, that isn't always a valid excuse.
